At present, Harbin, Suihua City, Hailin City and other places are promoting coal-fired boiler transformation and clean-up operations.
The reporter learned from the Harbin Ecological Environment Bureau that this year Harbin City plans to achieve "zeroing" of 5 coal-fired boilers (3 units) with a capacity of less than 35 steam tons in the urban built-up area and 10 steam-ton boilers (3 units) in a built-up area in the county (city) Chengguan town; Eliminate 480 coal-fired boilers with a capacity of less than 10 tons outside the built-up area. There are 28 coal-fired power plants with transformation conditions and 93 coal-fired boilers with 65 steam tons and above in urban built-up areas, all of which have achieved energy saving and ultra-low emissions.
As of now, 281 small coal-fired boilers in built-up areas in county-level cities of Suihua City have been eliminated, and 9 of 5 municipal-level district heating boilers with a capacity of 65 steam tons and below have been the first to be completely cleared. Among them, 27 small coal-fired boilers have been eliminated outside the built-up areas of county-level cities, completing 72% of this year's total tasks. Fifty-six coal-burning facilities in the built-up areas of the city have been eliminated, completing 98% of the total tasks. Three ultra-low emission retrofits of coal-fired units have started, and all retrofits are expected to be completed by the end of October. The replacement of coal-burning by rural households with biomass instead of 23,000 households is in full implementation. By the end of the year, the amount of coal burning will be reduced by about 360,000 tons.
Hailin City has formulated the "Special Action Plan for Air Environmental Pollution Control in Xuexiang Scenic Area and Surrounding Areas in Hailin City", clarifying that it will focus on 8 Xuexiang scenic spots and 32 coal-fired facilities below 10 steam tons in the surrounding area. "Zero" works. At the same time, a timetable has been determined. By the end of this year, the task of "clearing" all coal-fired facilities below 10 steam tons in Xuexiang tourist attractions will be completed; 2020-2022, coal-fired facilities below 10 steam tons in other areas around Xuexiang tourist attractions Remediation will be carried out in accordance with the proportion of "30%-50%-20%".
