Kazakhstan plans to build a waste incineration power plant

  The Minister of Ecology, Geology and Natural Resources of Kazakhstan, Mirzagaliev stated that Kazakhstan intends to reach Europe in Aktobe, Atyrau, Almaty, Nur-Sultan, Taraz and Shymkent. A modern waste incineration plant with industrial emission standards, and plans to hold an electricity price auction in 2021 to attract investors.

  Mi said that the average utilization rate of solid waste in Kazakhstan is only 15%, which is about half of the utilization rate of European countries. According to the "Green Economy Concept", Kazakhstan plans to increase this indicator to 40% by 2030. In order to attract investors, the Ministry of Ecology of Kazakhstan plans to use "WastetoEnergy" technology to sell the electricity generated by waste incineration to the unified power grid.

  Oshurbayev, director of the Nur-Sultan Ecology Bureau, said that the lower house of the Kazakh parliament has passed a bill on the conversion of waste into energy and will be submitted to the Senate for deliberation in September. The government is formulating a list of potential investors, including Kazakhstan, European and Japanese companies. The government will set a ceiling on electricity prices, and investors will recover funds through electricity sales. Currently, the highest electricity price auction price is 102 tenge/kWh, and the investor with the lowest bid in the electricity price auction will win. The city of Nur-Sultan is studying directly selecting sites to build factories near the landfill to facilitate waste transportation. It is estimated that Nur-Sultan City generates 350,000 tons of garbage every year, and about 240,000 tons will be burned.

  At present, the relevant departments of Kazakhstan are working with power supply agencies to study the establishment of a stable power supply mechanism for incineration plants. The electricity generated by waste incineration will be transmitted to the electricity supplier through the power supply line. The Settlement Capital Center Joint Stock Company under the Ministry of Energy of Kazakhstan will be responsible for purchasing electricity.
