In 2022, three unqualified Hartou Thermal Power Plants will be merged into the Huaer Heat Source Plant. In 2023, 20 units of Huaneng Heating Company will be relocated as a whole, merged into the proposed new democratic heat source plant and eliminated.
Determine the transformation method. The transformation of coal-fired boilers is undertaken in the form of banning shutdowns, merging into the central heating pipe network, or replacing them with clean heating. Units implementing “coal-to-gas” should simultaneously remove coal-fired boilers, and gas-fired boilers after replacement shall implement special emission limits for air pollutants.
